BNP outlines 27 points to reform state system

The main opposition Bangladesh Nationalist Party on Monday announced a 27-point outline aimed at major reform in the state structure, including constitutional reform, introduction of non-party caretaker government system during elections and bringing balance to the executive power of the president, the prime minister and the cabinet.

Khanadker Mosharraf Hossain, a member of the BNP’s standing committee, announced the outline at a press conference in Dhaka on Monday.

The party released a ‘state reform outline’ in a bid to build a ‘rainbow nation’.

The ‘state reform outline’ said that no one would be able to serve as the president and the prime minister for more than two consecutive terms.

An ‘Upper House Legislature’ will be introduced in the National Parliament with a view to governing the state through expert knowledge, it said.

It proposed amendment of Article 70 of the Constitution to ensure the freedom of expression of members of parliament.

A ‘Judicial Commission’ to reform the judiciary, an ‘Administrative Reform Commission’ to reform the administration and a ‘Media Commission’ to reform the media as a whole will be constituted, it said.

There will be no compromise on corruption, the outline said, ‘A white paper will be published investigating money-laundering and corruption. The Ombudsman will be appointed as per the Constitution.’
